The Council argues that the measures exceed the administrative scope allowed for a caretaker government. Previously, the PSD successfully suspended 11 government decisions, with the court agreeing that a demission government has limited powers. The government contends that its actions were necessary for public administration, but the court emphasized the need to adhere to legal limits.
