Prosecutors from the Bucharest Court of Appeal have charged magistrate Horia Șerban Tiugan with driving under the influence of psychoactive substances. The incident occurred on May 2, 2025, when Tiugan was stopped by police in Giurgiu, testing positive for amphetamines. Toxicological analyses confirmed the presence of several substances affecting his driving ability. Tiugan claims the substances were antidepressants obtained without a prescription. The case is now with the Bucharest Court of Appeal, where Tiugan can continue to serve until a final decision is made regarding the trial.
