Starting October 15, the Timișoara City Hall will take over the distribution of heating and hot water, while Colterm will focus solely on thermal energy production. This change means that Colterm cannot collect advance payments for services it no longer provides. Residents will receive bills for August and September during winter months, which has caused confusion. Colterm's special administrator stated that advance billing is not a contractual obligation and is no longer feasible. The vice mayor assured that billing amounts and relationships with tenant associations will remain unchanged, with payment collection being an internal matter for the associations.
