The process is designed to be transparent and competitive, with specific objectives for each theater. Five experts were hired to assist in creating these objectives and evaluating candidates. Applications can be submitted until September 25, with results expected on October 13 for some theaters and October 23 for others. Ciucu emphasizes the goal of appointing competent leaders for all theaters by the end of the year.
