Cluj-Napoca has made significant payments for the metro project, totaling nearly 162 million euros to the Turkish contractor Gülermak. Despite these payments, the project's progress remains uncertain, focusing more on design and technical coordination than visible construction. The municipality continues to pay for supervision services, with substantial amounts allocated to SYSTRA and Structurall Consulting. Additionally, considerable funds have been paid to a law firm for expropriation consultancy related to the metro project, totaling over 1 million lei in early March 2026.
