Georgian ports Kulevi and Batumi have exploited gaps in Western sanctions to export refined fuels containing Russian oil to Europe, according to a CREA study. Between February 2023 and February 2026, these ports exported refined fuels worth €1.2 billion to the EU and the UK, despite EU bans on Russian petroleum products. The study highlights the loopholes in sanctions that allow Russian products to be processed in countries like Georgia and then re-exported. Kulevi exported 1.46 million tons of petroleum products valued at €811 million, while Batumi's diesel exports to the EU and UK reached 508,000 tons worth €339 million. The EU has recently adopted new sanctions targeting Russian oil processing in Georgia.
