New regulations for hiring foreign workers in Romania will take effect on August 8, but companies warn that immediate hiring will not be possible. The first applications may only be submitted in early October after agencies are authorized and employers registered. The construction sector, heavily reliant on seasonal labor, is particularly affected, facing potential delays and increased costs. The newly launched platform WorkinRomania.gov.ro has encountered technical issues, hindering the hiring process. Agencies must secure financial guarantees, which may eliminate many small and medium-sized firms from the market. The government has reduced the quota for foreign workers in 2026 to 90,000, down from 100,000 in 2025, complicating the situation further.
