At the end of the PNRR program, only about 25% of nearly 25,000 funded projects were completed, with many in various stages of implementation or canceled. To avoid losing more funds, the government modified a law to allow the acceptance of projects that were not fully finished. As a result, projects appeared nearly complete on paper, while actual work was still ongoing. Official data showed that by September 1, only 6,084 projects were marked as completed. Local authorities rushed to accept projects, even when significant work remained. The situation reflects a broader issue of bureaucratic inefficiency and a lack of timely execution in Romania's project management.
