The main remaining risk is unfinished reforms, particularly the unified salary law. Minister Dragoș Pîslaru highlighted the challenges faced by the current government, including project eligibility issues and management chaos. The final absorption rates indicate potential losses linked to uncompleted reforms, especially in salary legislation. Pîslaru criticized previous governments for delaying necessary reforms and emphasized the need for better coordination in future EU fund management.
