Key changes include the introduction of a digital driving license, allowing 17-year-olds to drive with supervision, and a common probation period for new drivers. The reforms aim to reduce road fatalities and modernize the licensing system across member states. Additionally, stricter penalties for serious offenses will be recognized EU-wide. Romania will adapt its laws by 2028, with some measures taking effect sooner.
