They want this topic addressed at the upcoming Foreign Ministers' meeting in September. The EU has frozen around €210 billion in Russian Central Bank assets since the Ukraine invasion. A previous proposal to use these funds for a €165 billion loan to Ukraine was blocked by Belgium, which sought additional guarantees. Instead, the EU approved a €90 billion loan for 2026-2027, which the four countries believe is insufficient. The likelihood of reaching an agreement remains uncertain due to Belgium's unchanged stance.
