The National Recovery and Resilience Plan (PNRR) of Romania has faced significant challenges, leading to a potential loss of funds. Initially allocated around 29 billion euros, the country has already given up 8 billion euros, primarily from loans. The plan, criticized for being overly ambitious and poorly managed, included many unfeasible projects, resulting in a low completion rate. The failure to absorb funds is attributed to a lack of proper planning and oversight, with many projects not meeting deadlines. Cristian Ghinea, the former minister behind the plan, is blamed for imposing his agenda without broader consensus, leading to a situation where Romania may only access half of the initially promised funds.
