An investigation named "Troy" has uncovered a criminal organization selling over a million used mobile phones as new across 19 countries, including Romania. The scheme, which caused at least 300 million euros in damages to EU consumers, involved assembling phones from used parts in Hong Kong and the UAE, then packaging and selling them in the EU. The European Public Prosecutor's Office is conducting raids and arrests, revealing fraudulent VAT practices by ghost companies in several EU states. The operation involved 1,770 officers and over 160 searches, leading to multiple arrests in Austria, Germany, and Spain.
