The first public library in Romania was established in 1802 in Târgu Mureș, initiated by Count Samuel Teleki. This library was significant for its extensive collection of over 40,000 books, including rare manuscripts and the first complete Romanian Bible. The first library to lend books to the public was founded in Timișoara in 1815 by Josef Klapka, who later sold it in 1831. The first national public library was the Academy of Saint Sava in Bucharest, founded in 1838, which transitioned to teaching in Romanian in 1818. The Academy eventually evolved into the University of Bucharest in 1864.
