Previous attempts faced challenges, including insufficient materials and strong currents, raising safety concerns. Bureaucratic hurdles also delayed the process, as the necessary approvals were not secured. The plan involves anchoring the barges to prevent them from being swept away, with additional measures being considered to enhance stability. Without these actions, the Cernavodă Nuclear Power Plant may face shutdown due to drought conditions, impacting Romania's energy production.
