The European Public Prosecutor's Office (EPPO) launched a major operation across 19 countries, including Romania, targeting a criminal organization selling over a million used mobile phones as new. The estimated consumer loss in the EU is at least 300 million euros. Named "Troia," the operation involved 1,770 law enforcement officials and resulted in over 160 searches and seven arrests. Investigators suspect an international circuit where phones were assembled from used parts in Hong Kong and the UAE, then cleaned and sold online across the EU. The investigation also uncovered a VAT fraud scheme causing over 30 million euros in losses to EU member states, initiated by a complaint from OLAF.
