Kyrgyzstan plans to build a $25 million mini-refinery to reduce its reliance on Russian fuel imports, which currently account for over 90% of its gasoline supply. The project, with an annual capacity of 450,000 tons, is funded by Central Asian Energy LLC and aims to produce environmentally compliant gasoline, diesel, bitumen, and motor oils. Construction is set to be completed by fall 2026. The country has faced fuel shortages due to limited supplies from Russia and seasonal demand increases. Measures have been taken to stabilize the fuel market, including temporary price controls and export bans. Kyrgyzstan is also seeking fuel supplies from China and Belarus, and has agreements with Uzbekistan for refining oil.
