Starting November 2026, new processing fees for small packages from outside the EU will increase costs for Romanian consumers using platforms like Temu and Shein. This fee is in addition to the existing temporary customs duty of 3 euros for packages valued under 150 euros. The European Council confirmed that member states will implement this fee to cover rising monitoring costs of increasing e-commerce shipments. The exact amount of the new processing fee will be determined by the European Commission. The measures aim to address the surge in online trade with cheap products from outside the EU, particularly from China, while also combating fraud and ensuring compliance with EU health and safety standards. Non-compliance may result in significant penalties for e-commerce operators.
