U.S. prosecutors have charged foreign nationals for conducting surveillance, attacks, and murders on behalf of Russia, including operations in Romania. The investigation revealed that Oemis Ramagoza Durruthy recruited individuals, primarily Spanish speakers, for sabotage missions across Europe. A collaborative investigation identified Ramagoza as a key figure coordinating these operations, which targeted businesses and military equipment linked to Ukraine. Nine recruits are detained in the EU, while five individuals, including Ramagoza, face terrorism-related charges in the U.S. All suspects remain at large. The U.S. Justice Department linked these activities to Russian military intelligence, GRU, amid ongoing denials from Russia regarding such plots.
