He noted that while there is no agreed package for negotiations, discussions on territorial issues are essential. Diplomatic efforts, previously interrupted by the Middle East conflict, have seen renewed activity following visits by U.S. envoys to Moscow and Kyiv. Ukrainian President Volodymyr Zelensky expressed readiness for talks with Putin, suggesting a meeting in December, but the Kremlin dismissed this possibility, insisting any meeting must occur in Moscow. Previous negotiations have only resulted in prisoner exchanges, with territorial disputes remaining a significant hurdle.
