The Romanian Chamber of Deputies has approved the Savings and Investment Accounts Law, allowing citizens to save and invest for retirement through special accounts. This system, inspired by the American 401(k) and Swedish ISK accounts, offers significant tax benefits, as investment gains and dividends are not taxed during capital accumulation. Two account types are introduced: CEI-S, funded from net income with tax-free withdrawals, and CEI-D, funded from gross salary with a one-time tax upon withdrawal. The initiative aims to address demographic pressures on the public pension system, with projections indicating a challenging ratio of workers to retirees by 2035. Supporters believe even small, consistent investments can lead to substantial long-term savings, and the funds remain the sole property of the account holder.
