Most impacted employees work in education, health, and public order. Currently, there are 1.272 million public sector positions, with a significant portion in key areas. The law is part of the National Recovery and Resilience Plan, which faced delays due to budgetary concerns. The fiscal strategy allocates 168.3 billion lei for salaries this year, accounting for 8.2% of GDP.
