The ordinance clarifies what constitutes 'occasional' transport for personal use and sets criteria to distinguish between personal consumption and repeated transport that may indicate illegal sales. The measures respond to a noted increase in small traffic, particularly at the Bulgarian border. A new electronic register will be established to monitor these occasional imports, recording findings from both authorities. The ordinance specifies quantity limits for tobacco and alcohol products transported for personal use.
