He argues this violates public funding rules, competition principles, and bicameralism. The funds could bypass public selection processes, favoring local clubs and contravening EU competition norms. The proposed amount exceeds the EU's de minimis aid limit significantly. Dan emphasizes that the amendment was added without proper legislative procedure, urging the court to annul only this amendment while keeping the rest of the law intact.
