The first law declares a state of crisis in the petroleum market, implementing measures such as reducing excise duties and temporarily banning diesel exports. The second law extends the reduced VAT rate for housing purchases until September 30, 2026, allowing buyers affected by a cyberattack to complete transactions without increased VAT.
