One law addresses the crisis in the petroleum market, while the other extends the reduced VAT rate for housing purchases. The petroleum law includes measures such as declaring a state of crisis, reducing excise duties, and temporarily banning diesel exports without prior approval. The housing law extends the reduced VAT rate until September 30 and allows buyers with pre-contracts signed by July 31, 2025, to complete transactions without increased VAT. These measures are seen as necessary responses to rising fuel prices and economic challenges.
