The U.S. plan proposed that Hamas surrender its arms to a future Palestinian governing authority, with Israel beginning troop withdrawal in parallel. Netanyahu expressed that Israel is discussing its objections with the U.S., highlighting that some ideas are acceptable while others are not. Hamas, on the other hand, stated it would only comply if Israel halts attacks and withdraws its forces to a designated line.
