The High Court ruled that Fritz should have abstained from the procedure because of his debt to the individual involved in the urban project. Although he argued that the project was initiated by a predecessor, the court emphasized that his signature was a conscious decision that violated administrative conflict of interest laws. The court acknowledged the severe impact of the ruling on Fritz's political career but maintained that the consequences were legally justified due to the established conflict of interest. The decision does not prevent him from working in the private sector.
