Russia has nearly doubled its fleet of tankers transporting liquefied natural gas (LNG) from the Arctic LNG 2 project, which is under U.S. sanctions. Currently, at least 20 vessels, mostly with opaque ownership structures, are servicing the facility. The latest addition is an icebreaker that recently took on a shipment. Despite sanctions delaying production goals, Russia is rapidly building a 'shadow fleet' to maintain gas flow to Asia, primarily to China, which is the only buyer for the sanctioned LNG. The Biden administration has imposed sanctions on LNG projects, but has not yet taken a firm stance against Russia's growing shadow fleet.
