Gallagher emphasized that military means cannot resolve the situation and reiterated the Vatican's call for genuine negotiations. Despite significant differences, both parties expressed a willingness to maintain communication and cooperate on humanitarian issues. Gallagher highlighted the need to protect civilians and discussed the return of Ukrainian children and the situation of prisoners. Meanwhile, CIA Director John Ratcliffe visited Moscow for undisclosed meetings.
