The organization is led by Dobrescu and Ramona Mănescu, a former minister. It aims to facilitate Romanian companies' access to the Qatari market and promote investment opportunities. Dobrescu is linked to various businesses and has been associated with a controversial group of businessmen and politicians. He recently avoided legal consequences for a corruption case due to the statute of limitations.
