France's DGSE followed in second place with 169 points, noted for its external operations and counter-terrorism efforts. The top five also included the Netherlands, Ukraine, and Germany, while Slovakia's intelligence service was rated the weakest. The report highlights MI6's role in the Ukraine conflict, with the UK being an early warning of the Russian invasion and a key supporter of Kyiv. The analysis reflects professionals' perceptions rather than an official evaluation.
