The rating was upgraded from BB+ to BBB- by Standard & Poor's, reflecting improved public finances, reduced external imbalances, and a stabilized banking system. The country had faced significant challenges since being downgraded in 2008, including high public debt and reliance on foreign financing. Key measures included fiscal consolidation, a strict fiscal framework, and reforms in state-owned companies. By 2014, Romania's budget deficit was below 3% of GDP, and external debt had significantly decreased, leading to a more stable economic environment.
