This narrative, fueled by propaganda, distorts the reality of existing military cooperation in the region. The Danube's strategic importance has grown, especially after the 2022 invasion, as it allows for military presence without the restrictions of the Montreux Convention. Romania has a strong riverine military structure and is increasingly engaging in multinational exercises. However, there is no formal NATO fleet; cooperation exists but lacks a permanent command structure. This ambiguity benefits Russian propaganda, framing it as a conspiracy.
