Tensions arose from grievances within the Roma community, including alleged restrictions on entering local establishments. Ciciu noted that the police had inadequate equipment compared to today's standards, which complicated their response to the large crowd. The situation escalated until police leadership intervened, leading to a dispersal of the crowd. The conflict was rooted in longstanding issues between the two groups, exacerbated by previous altercations.
