Political scientist Anaïs Marin suggests that Lukashenko might attempt to engage with the West if Putin's regime weakens. Before 2020, Lukashenko used the threat of normalizing relations with the EU as leverage against Russia. However, the aftermath of the 2020 elections left him isolated and dependent on Moscow. Despite allowing Russian military operations from Belarus, he has refrained from deploying Belarusian troops in Ukraine. Marin warns that any shift towards the West would not indicate a genuine commitment to democratization, as Lukashenko has historically used Western relations primarily for negotiating with Russia. The EU continues to impose sanctions on Belarus for its internal repression and support of Russian aggression.
