The Court stated that the issues raised pertain to judicial proceedings and cannot be addressed through constitutional conflict mechanisms. The conflict originated when the High Court sued the Government for 4.8 billion lei in unpaid salaries and penalties, winning in the first instance. The Court of Appeal mandated the Government to comply within ten days, imposing daily penalties for delays. Bolojan argued that the court overstepped its authority, while the Finance Ministry warned of potential budget destabilization.
