Despite strong exports in high-tech products, local companies struggle to innovate and develop proprietary technologies. Public funding for research is critically low, with Romania allocating only 0.09% of GDP, the lowest in the EU. The country needs to shift from a consumption-based economy to one focused on high-value production, requiring significant investment in technology and skills development.
