He supported a declaration for NATO consultations after the attacks in the Black Sea, which was not adopted. Borisov questioned the reported route of the second ship and highlighted the need for a submersible drone to investigate. He also emphasized the importance of identifying Russia as the aggressor in Ukraine during discussions with other political leaders.
