A report by the Sanctions Monitoring Mechanism (MSMT) indicates that these workers are part of a larger group of 100,000 North Koreans employed in China and Russia. Most of the workers are in the Alabuga Special Economic Zone and other military-related industries. The Russian Foreign Ministry issued a significant number of visas to North Koreans, primarily labeled as 'students' to bypass sanctions. The average salary is around $7,500 annually, but most is seized by Kim Jong-un's regime, leaving workers indebted. This labor supply exemplifies the growing cooperation between Moscow and Pyongyang, which includes arms deliveries and military deployments in exchange for financial support for North Korea's ballistic missile programs.
