A complex network of companies in Romania and abroad has fraudulently inflated EU-funded project costs, according to an investigation. Businessman Jurgen Faff and his Chinese partners exploited EU subsidies for solar parks, channeling funds through a newly established Swiss company linked to a Chinese solar module manufacturer. The inflated prices for services and materials were facilitated by intermediaries, and the Swiss firm failed to declare significant VAT owed. One major solar park, funded with €16 million from the EU, never operated, while others produced less green energy than expected.
