A collaborative investigation reveals that numerous projects funded by Romania's National Recovery and Resilience Plan (PNRR) have been removed due to bureaucratic mismanagement. An interactive map shows over 1,600 projects, initially set to receive nearly 4 billion euros, that were dropped. Examples include the loss of metro funding in Cluj-Napoca and failed flood protection projects. The new 'PNRR closure law' allows local authorities until December 31, 2026, to complete projects using their own funds, but those unfinished may face financial penalties. As of late 2025, the European Public Prosecutor's Office had 34 active fraud cases related to recovery programs in Romania. The PNRR's initial value of 29.2 billion euros has been reduced to 20.11 billion after several revisions.
