The country plans to significantly boost its refining capacity to export fuels. In the first eight months of 2026, Kazakhstan transported 31.9 million tons of oil, a 4% increase from 2025. The Caspian Pipeline Consortium saw a 39% rise in oil transshipment to Europe. Kazakhstan aims to double its refining capacity to 39 million tons by 2040, focusing on modernization and petrochemical production. This strategy is expected to require $15-19 billion in investments, creating jobs and enhancing local production.
