Bucharest remains the main hub for foreign direct investments (FDI) in Romania, accounting for about 60% of the total FDI by the end of 2025. The report from the National Bank of Romania indicates that FDI reached €134.823 billion, with significant contributions from the industrial sector. The Bucharest-Ilfov region attracted the most investments, increasing its share from 65.4% in 2024 to 66.9% in 2025. Germany leads as the primary source of investors, while notable growth in FDI was observed in counties like Mehedinți and Teleorman. Overall, 15 counties reported FDI exceeding €1 billion, while four counties experienced a decline in FDI since 2015.
