In 2025, Romania faced a significant rise in cyber threats, particularly ransomware and phishing attacks, amid geopolitical tensions. The National Cyber Security Directorate reported a 153% increase in ransomware incidents, affecting numerous public institutions. Phishing incidents surged by 70.6%, with attackers using more sophisticated tactics, including AI-generated messages. The banking sector was the most targeted, accounting for over 71% of reported incidents. The report highlights a shift towards more targeted cyber operations, influenced by ongoing hybrid warfare from Russia.
