Cyber threats in Romania remained high in 2025, driven by the Ukraine war and increased hybrid operations. The National Cyber Security Directorate reported a significant rise in targeted attacks, particularly ransomware incidents, which surged by over 153%. Phishing incidents also increased by 70.6%, with fraud attempts rising by 91%. The banking sector was the most affected, accounting for 71.09% of reported incidents. The report highlights the use of artificial intelligence in cyberattacks and the geopolitical context of rising threats from pro-Russian hacktivists and state-sponsored groups.
