The plan includes expanding the high-speed network to over 2,000 kilometers by 2028, focusing on ongoing projects. Funding will come from European funds, public-private partnerships, and national budget allocations, with an emphasis on fiscal discipline. New express roads are planned, and the Master Transport Plan will be updated for 2040. Projects outside the PNRR eligibility will seek alternative funding sources. The program also includes measures for road safety and tax integration for electronic toll services.
