The government program aims to reduce hospital beds in low-occupancy facilities, converting some to outpatient and palliative care services, while adding at least 2,000 palliative care beds. This follows a national plan to decrease hospital beds by about 14,000 by 2028, focusing on outpatient alternatives. The average occupancy rate for acute care beds is around 63%, with many hospitals underutilized. The program also proposes a shift in hospital funding to service-based payments and performance-based salaries for doctors, alongside reducing inefficient urban care centers and developing a unified electronic health record.
