The Ministry of Environment in Lower Saxony has authorized ANF, a subsidiary of Framatome, to produce nuclear fuel in collaboration with Rosatom, despite concerns over Russia's involvement. The project will take place in Lingen, near the Dutch border, and has raised national security fears due to Russian experts and equipment. The federal ministry stated that if new risks are identified, the authorization could be reexamined. ANF applied for the permit shortly after Russia's invasion of Ukraine, and the fuel produced will be compatible with Soviet-era reactors in Central and Eastern Europe. EU sanctions have primarily targeted oil and gas, allowing continued nuclear cooperation with Russia.
