Despite restrictions on public vehicle purchases, the government opted for operational leasing. This is not the first attempt by the Bolojan government to pursue such contracts. The two companies involved were the only bidders, raising concerns about political connections. Mihai Jurca defended the decision, claiming it would reduce government transport costs and asserting the legitimacy of the bidding process.
